No, Your Bank Savings Are Not Being Taxed 20%

Worried about the 20% tax on your bank savings? Don’t panic, only the interest earned is taxed, and this rule has been in place since 1998. Here’s what’s new under CMEPA and why it matters.

Marami ang napa-‘panic withdraw’ nang kumalat online ang balitang 20% na raw ang buwis sa lahat ng pera sa bangko. Pero ang totoo? Hindi po buo ang savings niyo ang binubuwisan.

Ano ang CMEPA at bakit biglang may tax issue?

Noong July 1, 2025, nagsimula ang Capital Markets Efficiency Promotion Act (CMEPA). Kasunod nito, kumalat sa social media ang mga posts na nagsasabing bubuwisan na ng 20% ang buong laman ng savings accounts. Dahil dito, maraming netizens ang nag-isip na i-pull out ang pera nila mula sa bangko.

Pero ayon sa Department of Finance (DOF), ito ay fake news.

“Maraming na-mislead ng mga memes online. Ang totoo, interest income lang ang may tax—hindi ang buong deposito,” ayon kay DOF Secretary Ralph Recto.

Ano ba talaga ang tinatax?

✅ Interest lang po—ang kinikitang tubo ng pera niyo sa savings o time deposit,
✅ Hindi po ang mismong ipon niyo.
✅ At hindi rin ito bago—matagal nang may 20% tax sa interest simula pa noong 1998, ayon sa Tax Reform Act.

So, anong bago sa CMEPA?

Dati, kapag nag-time deposit ka ng mahigit 5 taon, exempted ka sa tax sa interest.
Ngayon, pati long-term deposits ay taxed na rin ng 20%, para pantay ang treatment sa lahat ng depositors.

Ayon sa DOF, dati ay 0.4% lang ng mga deposito ang exempt sa tax—karamihan sa mayayaman.
Ang 99.6% ng deposits ay matagal nang may buwis.

“Kaya unfair dati. Yung mayayaman, kayang magparke ng pera ng matagal para makaiwas sa buwis. Yung ordinaryong Pinoy, taxed agad,” paliwanag ni tax lawyer Benedicta Du-Baladad.

May upside ba ito?

✅ Mas maraming incentives ngayon para sa mga gustong mag-invest sa capital markets, gaya ng mas mababang tax sa stock trades at tinanggal na documentary stamp tax sa mutual funds.
✅ Pinapantay rin nito ang sistema para sa lahat, rich or poor.

Bottom line:

Hindi buo ang savings mo ang binubuwisan—interest income lang.
At kung bago lang ito sa’yo, don’t worry—hindi rin ito bagong batas.
Matagal na po itong umiiral.
