DICT Region 10, Cagayan De Oro City Hall and Filipino online learning platform Coursebank PH have come to a tripartite agreement that presents, LAKIP – Localized Accessible Knowledge and Inclusive Platform. An unprecedented project that has yet to be achieved at this scale, LAKIP aims to foster inclusive digital education and provide Filipinos with access to free digital courses in the native Bisaya language.

Trinidad, the Vocational School Administrator III of Cagayan De Oro City Hall, “The translation of these modules to the Bisayan language shows that we are leading more people to participate and have the benefit of acquiring the essential knowledge and skills to thrive in the 21st century. May the learners find these translations effective in meeting their needs-to ease their learning about Google Apps, Canva, and Microsoft tools in the comforts of a language that represents them.
This partnership with the DICT and Coursebank through the LAKIP Project tapped the talents of our DepEd Cagayan de Oro teachers-who extended their precious time to translate and record these modules. Their hard work and teamwork are lauded and will be forever acknowledged.”
The DICT Region 10 states, “Central to this groundbreaking project is the translation of a number of pilot courses into the Bisaya dialect. This strategic initiative seeks to effectively engage the diverse constituents of Region 10, fostering accessibility and resonance by offering educational resources in the language familiar to our community members.
The partnership with Coursebank not only brings a wealth of educational expertise but also embodies a shared vision of empowering individuals through knowledge. Additionally, the collaboration with the Cagayan de Oro City Education Board underscores the collective commitment to aligning local efforts for maximum impact.”
The Regional Director Sittie Rahma Alawi, for Region 10 who helped champion this projects, also comments, “Through this initiative, we bridge the language and technology gap, empowering our community members to access educational resources in their local dialect…We’re proud of our partnership and the effort to foster digital literacy and skills development starting here in the City of Golden Friendship. Hopefully, we’ll be able to empower more individuals, regardless of their background, to access ICT resources.”
Since its inception, LAKIP has launched 3 basic courses for learners that are eager to upskill and gain confidence in the basics of Microsoft Productivity Tools, Navigating Google Workspace, and Canva for Graphic Design. The project targets an addition of 10 to 15 courses by the end of 2023 with topics ranging from Cybersecurity through to Digital Innovation.
Mr. Allan de Venecia, Coursebanks’ Director for Partnerships and Expansion believes that LAKIP is a well-intentioned step in the right direction to help address the Digital Skills Gap especially for the unrepresented and marginalized Filipino.
This project aims to take significant strides towards dismantling barriers of education by providing Filipinos with the option of learning comfortably in a language that is easier to understand. In alignment with other government initiatives to strengthen the local Digital Industry, LAKIP looks forward to the birth and development of homegrown experts, with the hope of every Filipino being empowered to contribute to the growth of the nation.
