SINGAPORE: 46-year-old Loh Teck Heng has been sentenced to six weeks of jail time after he pleaded guilty to three counts of indecent exposure, with a further three charges pending consideration on Wednesday, 30 October.

The project coordinator said “I feel remorse; I feel I am a pervert after hearing all the things that I did. I didn’t mean to do all these things over the years” regarding the series of obscene acts.

The first charge against Loh was on Feb 6. He exposed himself to a 38-year-old woman sitting at a bench in a playground near Block 105, Jalan Bukit Merah.

Loh reportedly pulled down his shorts before touching himself. Children were present at the time of the incident.

The woman called the police who arrested Loh at the scene and was released on bail.

On March 22, while on bail Loh exposed himself to a 45-year-old woman on Kim Tian Road, before masturbating in front of her.

The woman approached a group of girls for assistance, who worked together to distract him before police arrived.

The third charge Loh pleaded guilty to was when he flashed a 27-year-old woman at a bus stop on Jalan Bukit Merah on Jun 15.

Prior to all three incidents, Loh was found to be drinking alcohol.

Loh has a history of serial flashing, as the prosecutor noted there were multiple similar offences dating back to 2009.

He explained that he became a “different person” whenever he consumed alcohol.

“In my head, I knew all these are repeated but who will ever repeat all these same offences again?” Loh said in court.

“I also talked to my psychologist. I’m not an alcoholic. But when I (drink), I’m just a different person.”

“Definitely I feel very remorseful and I feel like I’m a pervert,” said Loh.

“Previously I really appreciate that a programme was given to me, I have a psychologist. I don’t mean to do all these things.”

However, District Judge May Mesenas pointed out that Loh chose to drink alcohol.

“But you voluntarily took the alcohol, you made that choice to take that alcohol,” she said. “You know it is destroying you, your life, your family life.”

Furthermore, the District Judge noted a psychiatric report found no evidence of a relapse of previous mental disorders, including alcohol abuse and depression.

The District Judge urged Loh to visit the National Addictions Management Service (NAMS) and continue seeing his psychologist.

A stay of execution of four weeks has been granted for Loh to settle personal matters before serving his sentence.

Loh has been given until November 27 to surrender by 2:30pm.
