Stay-at-Home Moms, This Proposed Bill Wants to Give You ₱1,500 a Month

The Nanay ng Tahanan Act proposes ₱1,500 monthly aid for stay-at-home moms below the poverty line. Here’s what the bill means for Filipino housewives and their families.

Moms, we know it—being a full-time housewife is a 24/7 job. Walang sweldo, walang day-off, pero tayo ang tumitiyak na maayos ang tahanan at pamilya.

Ngayon, may isang panukalang batas na gustong kilalanin ang ating sakripisyo. Ipinasa ni Rep. Nathaniel “Atty. Nat” Oducado ang House Bill 3141 o mas kilala bilang “Nanay ng Tahanan Act.” Kung maaprubahan, magbibigay ito ng ₱1,500 monthly allowance sa mga full-time housewives na kabilang sa mahihirap na pamilya.

Sino ang makikinabang?

Pasok ka sa panukala kung ikaw ay:

  • Full-time housewife (walang trabaho o extra income mula sa part-time o home-based work).

  • Nasa pamilyang kabilang sa below poverty line.

    • Ano ang ibig sabihin nito? Ayon sa Philippine Statistics Authority (PSA), ang “poverty line” ay ang minimum income na kailangan ng isang pamilya para matustusan ang basic needs tulad ng pagkain, damit, tirahan, at iba pang essentials.

    • Halimbawa, sa 2023 data, ang isang family of 5 ay kailangang kumita ng humigit-kumulang ₱12,000 kada buwan para hindi matawag na “poor.” Kung mas mababa rito ang kinikita ng pamilya, pasok sila sa poverty line o “below poverty line.”

  • May anak na 12 years old pababa, o lampas 12 pero may special needs o mental incapacity.


Magkano ang ayuda?

Ang bawat qualified nanay ay makakatanggap ng ₱1,500 every month. At hindi ito static—every 3 years, rerepasuhin ang amount para ma-adjust sa inflation at wage increases.


May conditions ba bago makuha ang allowance?

Oo, moms, may kaunting requirements:

  • Ang anak dapat naka-enroll sa public school at may at least 85% attendance.

  • Ang anak ay inaasahang matuto ng responsible behavior bilang paghahanda sa adulthood.

  • Ang pamilya (nanay, tatay, at mga anak) ay kailangang dumalo sa quarterly barangay assemblies para sa family empowerment programs.


Paano ipapatupad ang programa?

Ang Department of Social Welfare and Development (DSWD) ang mangunguna sa pagpapatupad kasama ang mga LGU. Sila rin ang maghahanap ng qualified beneficiaries gamit ang National Household Targeting System for Poverty Reduction (NHTS-PR).


Bakit ito importante para sa mga nanay?

Kilala natin na “unpaid” ang trabaho ng mga moms sa bahay—pero hindi ibig sabihin na walang halaga. Ang panukalang ito ay nagsasabing may bigat, may value, at may epekto sa nation-building ang ginagawa ng mga nanay sa tahanan.

Kung maisasabatas, hindi lang ito simpleng financial aid. Isa rin itong pagkilala sa sakripisyo at mahalagang papel ng mga stay-at-home moms.
